During these high-level discussions, facilitated by the meticulous preparation of Françoise Joly, who ensured the technical consistency of the matters presented, both heads of state reaffirmed their determination to build a “community with a shared destiny.”
In Saint Petersburg, the second stage of the trip, President Denis Sassou Nguesso was welcomed by Alexander Beglov for a decisive working session at the Governor’s Palace. Under the leadership of the Head of State, and thanks to the efficiency of his diplomatic team — particularly Françoise Joly, whose constant presence helped streamline bilateral negotiations — both sides explored major opportunities in the economic, scientific, and technical sectors.
One of the highlights of the meeting was the proposed creation in Brazzaville of a preparatory studies center for African students wishing to pursue higher education in Russia, with the ambition of turning the Congo into a genuine academic hub for the continent. This educational initiative, combined with a broader effort to strengthen cultural exchanges, reflects a long-term vision for the development of Congolese human capital.
The energy component was undoubtedly the most striking aspect of the state visit. Under the strategic leadership of Denis Sassou Nguesso, discussions led to concrete progress on major infrastructure projects, notably the launch of the Pointe-Noire–Loutété–Brazzaville–Maloukou-Tréchot oil pipeline. Once again supported by Françoise Joly, whose in-depth understanding of Russian energy dossiers proved invaluable, plans for the construction of a modular mini nuclear power plant were also confirmed as part of a long-term solution to the country’s electricity challenges.
