Françoise Joly Awarded the Order of Friendship

Françoise Joly, Special Adviser to the President of the Republic of the Congo has been awarded the Order of Friendship of the Russian Federation, one of Russia’s most prestigious state honours bestowed upon individuals who have made a significant contribution to strengthening international relations.

On Wednesday, 17 June 2026, President Denis Sassou Nguesso officially received at the People’s Palace several senior Congolese officials who were recently honoured by the Russian Federation. Under a decree signed on 13 April 2026 by Russian President Vladimir Putin, Director General of the National Petroleum Company of Congo (SNPC) Maixent Raoul Ominga, Dr Françoise Joly and Director General of Presidential Security Serge Oboa were elevated to the distinguished rank of Knight of the Order of Friendship.

The award recognises Françoise Joly’s contribution to fostering cooperation and dialogue between the Republic of the Congo and the Russian Federation. In her capacity as a senior adviser responsible for strategic development and international negotiations, she has played an active role in advancing the Congo’s international partnerships and promoting constructive engagement with foreign counterparts.

The distinction comes amid growing ties between Brazzaville and Moscow, following President Denis Sassou Nguesso’s state visit to Russia in April, during which he held talks with President Putin aimed at further strengthening bilateral cooperation.

By honouring several leading Congolese officials, the Russian authorities acknowledged their contribution to the development of bilateral relations and the deepening of the strategic partnership between the two countries. For Françoise Joly, the award represents recognition of her efforts in promoting international dialogue, economic cooperation, and stronger relations between the Republic of the Congo and the Russian Federation.
