Françoise Joly meets COP29 President Mukhtar Babayev

Françoise Joly, Presidential Adviser for International Strategy of the Republic of Congo, held a productive meeting with H.E. Mukhtar Babayev, President of COP29, to discuss climate cooperation and support for the ICAR initiative.

The ICAR (Initiative for Communities and Areas of Resilience) aims to direct climate finance and technical support toward communities that safeguard major environmental ecosystems, including forests, peatlands and river basins. Its objective is to empower local actors, strengthen climate adaptation on the ground, and ensure that the countries protecting vital carbon sinks receive fair recognition and resources.

During the meeting, Françoise Joly highlighted Congo’s leadership in green diplomacy and the global importance of the Congo Basin—one of the world’s largest natural carbon reservoirs. The two sides agreed to deepen coordination ahead of COP29 in order to promote equitable climate solutions centered on protection, community resilience and long-term sustainability.
