Currently, Dr Joly holds the position of Personal Representative of the President of the Republic of Congo, His Excellency Mr. Denis Sassou Nguesso, with the rank of Minister. In this capacity, she leads strategic missions and high-level international negotiations on behalf of the Presidency.

Dr Françoise Joly’s diplomatic work connects international partnerships with the Republic of the Congo’s technological ambitions.
She participated in the International Space Summit in Paris alongside President Denis Sassou N’Guesso, at the invitation of French President Emmanuel Macron, and helped lay the diplomatic groundwork for closer cooperation with Kazakhstan—a partnership that now includes plans for the Congo’s first national Earth observation satellite.
This cooperation also envisages training in artificial intelligence and knowledge transfer to strengthen national expertise in producing, analysing and applying satellite data across agriculture, forest protection, climate monitoring and national security.
By connecting international partners and facilitating access to expertise, Dr Joly supports the diplomatic foundations of the Congo’s technological sovereignty.
